<p>This is responsible technical and supervisory work for office administration and information technology operations of the City’s sewer or water utilities. </p><p>An employee in this class leads, schedules, and coordinates a team of employees involved in asset management, information technology, computerized maintenance management and process control systems, safety and training, contract administration, and office support activities. </p><p>Works under the policy and general direction of Management and within established team goals and objectives and local, state, and federal regulations with considerable opportunity for the use of independent judgment.</p><p>Plans, assigns, and reviews the work of teams involved in asset management, information technology, computerized maintenance management and process control systems, safety and training, contract administration, and office support activities.  Utilizes technology such as computerized maintenance management systems (CMMS), geographic information systems (GIS), business applications, and supervisory control and data acquisition (SCADA) systems to ensure efficient operations.  Consults with team members and provides technical and administrative support.  Ensures that consistent process control procedures are followed, and that uniform monitoring and record keeping are performed. Coordinates the establishment and updating of standard operating procedures and maintenance duty documentation. Administers instrumentation maintenance services contracts and resolves problems when necessary.  Coordinates the preparation and publishing of annual reports.  Works with consultants, vendors, and contractors on purchasing, maintenance, repair, and upgrade activities related to automated systems.  Supervises the maintenance of computer databases, backups, and restorations.  Works with consultants, vendors and contractors on facilities, system and equipment upgrades, purchases, and modifications to resolve problems and answer questions.  Plans and oversees team time keeping, report compilation, inventory control, division storeroom operations, and supply/equipment purchasing activities.  Responsible for workforce administration including determining proper staffing levels, promoting safety and training, coaching, employee development, performance evaluations, discipline, and fostering a proactive team environment.  Drives to meetings, seminars, and trainings.  Assists in the preparation and administration of budgets.  Evaluates new products and procedures and makes change or purchase recommendations.  Performs related work as required.</p><p>Graduation from an accredited high school or GED and a minimum of three years of paid experience in asset management, automated control technical support, process control administration, information technology coordination, safety and training coordination, engineering technician work above the entrance level or intermediate level professional engineering work.  Possession of a valid State of Ohio driver’s license.  <span style="color: inherit;font-style: normal;text-align: left;text-indent: 0.0px;">PROMOTIONAL EXAMINATIONS SHALL BE LIMITED TO PERMANENT EMPLOYEES IN THE CLASSIFIED SERVICE OF THE CITY OF AKRON WHOSE EXPERIENCE IN THE CLASSIFIED SERVICE MEETS THE QUALIFICATIONS.</span> </p>Considerable knowledge of public utilities operation and maintenance. Considerable knowledge of the hazards and required safety practices of operations and maintenance work. Knowledge of computer-based maintenance management and information management systems. Knowledge of client/server business applications, operating software and equipment used in public utilities operations. Knowledge of the methods and practices used in microcomputer hardware, software and peripheral equipment, configuration, installation, and repair. Knowledge of the methods, practices, and principles of employee training and development. Knowledge of modern office practices and procedures. Knowledge of City rules and regulations governing division purchasing, payroll, accounting and personnel activities and transactions.<br><br>Skill in establishing and maintaining effective relationships with others. Skill in the use of personal computers and related software in all aspects of the work. Skill in preparing and maintaining manual and computerized records and reports.<p>Ability to read and interpret plans and specifications.  Ability to plan, schedule, and supervise a variety of administrative and information technology work activities.  Ability to analyze and evaluate problems, make decisions, and direct corrective actions under emergency situations.  Ability to effectively develop and convey ideas and information both verbally and in written form.  Ability to supervise and effectively evaluate the performance of others. Ability to effectively compile statistics and prepare data tabulations, graphs, and charts. Ability to make decisions in routine situations in accordance with rules, regulations, and policies.  Ability to safely operate a motor vehicle. A passing score must be obtained on the competitive examination in order to receive credit for seniority. TEST WEIGHTS: Competitive Examination 90% and Seniority 10%.
